Small back packs are allowed but no food / drink etc

"Small bags or rucksacks are permitted into the Stadium. However, unfortunately we do not have any locker facilities for our Visitors to store personal belongings and would advise that if a bag is brought into the Stadium, it is kept with the Visitor at all times".

I always take a small bag with me, even if it's just for a sweater or some snacks/drinks for on the way (I live 2-3 hours from Craven Cottage/Wembley atm).

From the "Spectator Information" Wembley issued:

- We encourage spectators to not bring any bags with them, all bags will be searched regardless of size.

So they don't really want you to bring any bags with you, but if you do, they will get searched. Note that there are no lockers or storage in the stadium.
