In realistic terms most if not all of those terms are replacements for concrete terms - bid for, in discussions with, signing - because the journalists who write that stuff find it easier to write speculative stuff then they do to put in the real effort to develop genuine relationships that get them real information.

Without those words and people accepting those words as fair and reasonable the whole industry would be completely different.. speculation is the key word for shoddy/lazy journalism.
