That's according to Voetbal Krant, who cover the latest on Spurs, Fulham, Nottingham Forest and others.
The 22-year-old joined Celtic from FC Augsburg in August 2024 and was a regular for Martin O'Neill's side.
His performances for Celtic have attracted interest from many clubs, including the Premier League trio. With the growing interest, there's expectation for an agreement this week and his next destination needs to be clarified.
Nottingham Forest, Tottenham Hotspur, Fulham, Atlético Madrid, AS Roma and Villarreal are all keen on signing him.
Glasner's side pushing hard
Among these, the Reds have been trying to lead the race for some time while the Serie A side planning to submit a bid with Celtic. The La Liga side have emerged as the new contender to sign the Belgium international.
The City Ground club have identified Arne Engels as the main candidate to replace Elliot Anderson and have sent a formal offer to Martin O'Neill's side.
There's no mention of the offer details or Celtic's response/demand. He has two years left on his contract at Celtic Park, and Transfermarkt value him at €20m.
Oliver Glasner's side, after submitting a proposal, are pushing hard, and have to be wary of Tottenham Hotspur, Fulham and others.
Nottingham Forest haven't agreed with Celtic yet. This allows the London clubs to try and get ahead of their Premier League counterpart.

Sheffield United could delve into the free agent market this summer to bring in some more competition and cover between the sticks.
Sheffield United are scouring the free agent market for a potential new goalkeeper, as detailed in a report by The Star.
Sheffield United currently have Michael Cooper and Adam Davies as their two senior options between the sticks. SUFC have recently let youngster Luke Faxon head out the exit door on loan to Boston United in non-league.
The Blades may fancy bringing in another body to act as cover and competition for both Cooper and Davies. If one of them got injured, the South Yorkshire would be left short of back-up.

He has recently cut ties with Sheffield United's fellow Championship side QPR and will be weighing up his next move in the game. The 32-year-old is an experienced player who has made just under 350 appearances in his career to date.
Nardi, who is from France, moved over to England in 2024 to join the Hoops after spells in Europe at AS Nancy, AS Monaco, FC Lorient and Gent. He then battled it out for the R's number one spot and was in and out of their team last season under Julien Stephan as they finished mid-table.
Steven Benda
The German-born man is an option for the Blades after his exit from Fulham in the Premier League. The Whites lured him to Craven Cottage in 2023 and he went on to play four matches for the London club altogether.
Benda was loaned out by the Whites to both Millwall and Feyenoord to get some game time under his belt away from Craven Cottage. He was on Swansea City's books from 2017 to 2023 as a youngster and was shipped out to Swindon Town and Peterborough United lower down the Football League to get some experience under his belt.
Ashley Maynard-Brewer
Sheffield United probably wouldn't be able to offer him regular minutes but the Australian would provide solid enough cover. Dundee United released him in late June and he will be considering where to play his football next ahead of the 2026/27 campaign.
Maynard-Brewer moved over to England from Australia as a teenager and was snapped up by Charlton Athletic before going on to play 87 matches for their first-team, as well as being loaned out from The Valley to the likes of Chelmsford City, Hampton & Richmond Borough, Dulwich Hamlet, Dover Athletic, Ross County and Gillingham to get some experience under his belt and to boost his development before securing a permanent exit.

Tell any Fulham fan 30 years ago that we'd be involved in a managerial triangle with Real Madrid and Benfica, and they would've laughed in your face.
But involved we were, and now all three managers are settling into their new surroundings.
For Jose Mourinho, those surroundings are more familiar, as he returns to the club he managed between 2010 and 2013.
He'll be busy planning for the new La Liga season, where he'll be charged with bringing harmony back to the Real Madrid dressing room and getting his Galacticos singing from the same hymn sheet once more. You would think that would mean leaning more on the established elite than taking any gambles on the youngsters.
The brief Arbeloa experiment is over - and so question marks now hover over some of the players who emerged under the Spaniard. Will he bring them to Craven Cottage as part of his youth revolution?
Mourinho holds all the keys to these decisions.
Reports claim we're targeting striker Gonzalo Garcia and right winger Franco Mastantuono. The pair would plug the two largest gaps in our squad, with Raul Jimenez and Harry Wilson departing this summer.
But Jose, understandably, wants to look at at his younger stars during Los Blancos' preseason, which starts today.

Garcia is an interesting situation. Before Arbeloa was unveiled as Fulham boss, Madrid were reportedly open to offers for the 22 year old. But Mourinho blocked any moves for the striker upon his arrival at the Bernebau, wanting to assess him before deciding whether to dip into the market for a new forward.
For Garcia, he is going to struggle to dislodge Kyllian Mbappe up top, and with Endrick also lurking, a move away seems the most logical thing for his development. But his personal development is not the Madrid boss's main priority.
Mastantuono only arrived at Madrid last summer in a £53m deal. He's not an academy prospect, he's an investment - hence why a loan is the only deal that's been talked about.
Reports claim as many as 10 other clubs are interested in the Argentinian, and Madrid are said to prefer he plays for a club that is competing in European competitions to help his development, but this is where Arbeloa's relationship can come into play. Can he convince his former boss that Craven Cottage is the best place to hone his craft?
The ace up Arbeloa's sleeve here is the fact we can offer Mastantuono a starting berth should he be deemed worthy of it. That's worth far more than 20 starts scattered across 60 possible fixtures in four competitions.
It's a strange period for Fulham right now. Arbeloa's through the door, but we're yet to hear from him, save for his canned cookie-cutter quote in his announcement article (come on Fulham!). As far as we can tell, he's not even set foot inside Motspur Park.
It'll be great to hear more from him about his vision for the club, the importance of youth, and whether he plans on leveraging that Real Madrid relationship. I say Madrid relationship - but it really is his bond with his former coach that will be the one that makes or breaks any deals for next season.
On the face of it, ex-Chelsea boss Mourinho is an old enemy. But we know he has a soft spot for the Whites, after his son was in our academy. And that counts for something, as Jose is famously a man who leads with his heart as much as his head.
He could have a huge say in how our campaign turns out. It's a funny old game.

The Club is delighted to announce that Macaulay Zepa has signed his first professional contract.
Macaulay, who joined Fulham in 2024, has enjoyed an impressive couple of seasons as a scholar. During his first year, the direct winger registered 14 goal contributions in 24 U18 Premier League appearances.
Those performances saw Macaulay earn regular opportunities with the U21 last season. In total, he played 28 times for Hayden Mullins' side, featuring in a number of different positions. He also played on four occasions for the U18.
In March, Macaulay was called up by Cameroon U23 for the first time, representing Les Lions at a training camp in Spain.
"It feels really good to be a professional footballer at this Club," he told fulhamfc.com. "I'm just ready to work hard now.
"I want to keep kicking on with the 21s this season, and hopefully get my chance with the First Team."

Although born in Argentina, the 23-year-old winger has spent the entirety of his senior career in Serie A during spells with Juventus, Frosinone and Roma. Soule came through the academy systems at Kimberley and Velez Sarsfield in his home country before moving to Italy to join Juve's youth set-up in 2020 and quickly established himself as a promising wide player with the Serie A giants. After making his Serie C debut with Juve's Under-23s side in a 2-1 win against Pergoletesse in August 2021, Soule found himself named in a first-team squad for the first time just under a month later - although he had to wait until a 2-0 win at Salernitana in November of the same year to make his senior debut. Just one further substitute appearance followed during the 2021/22 season - but Soule did grab his first goal against Sampdoria in one of 13 first-team appearances during the following season.
