As I understood, he is not leaving Fulham but taking this extra job on as an add-on.

Fulham FC can confirm, that following an approach from The Football Association, Ray Lewington will join the recently appointed England Manager, Roy Hodgson as his assistant.

Ray will join the England camp at the end of the current Premier League season, and remain with them for the duration of this summer's European competition.
