Emile Smith Rowe has wasted two years of his career at Arsenal - but Fulham transfer offers 'Croydon De Bruyne' a route back to the top
The Gunners' academy graduate helped kickstart the Mikel Arteta revolution, but is now surplus to requirements in north London
Mikel Arteta currently enjoys close to unanimous support among the Arsenal fanbase, but this has not always been the case. During the dystopian, 'Project Restart' era back in December 2020, the Spaniard's approval ratings were through the floor.
Heading into a Boxing Day meeting with Chelsea that season, Arsenal were floundering all the way down in 15th place, having not tasted victory in seven matches. With the fanbase on the brink of revolt, defeat to their London rivals might have genuinely spelled the end for Arteta's reign.
The omens weren't great heading into the pivotal contest either, with the Gunners' Brazilian duo Willian and David Luiz being ruled out through injury. The former's absence forced Arteta into a change of shape, with academy graduate Emile Smith Rowe used as a No.10 while youngsters Gabriel Martinelli and Bukayo Saka came in as wingers.
It was bold, but it proved to be a turning point in Arteta's coaching journey. The energetic front four put in one of their side's most coherent attacking displays of the campaign, with Alexandre Lacazette, Granit Xhaka and Saka all netting in a 3-1 victory.
At the centre of it all, though, was Smith Rowe. Popping up wherever he was required across the attacking line and showing a refreshing degree of verve and fearlessness, his introduction to the starting XI was the spark Arteta's project desperately needed.
Keeping wolves from the door
After that Chelsea result, Smith Rowe cemented his standing as one of Arteta's most trusted lieutenants. In the 23 Premier League games that followed, Arsenal would be defeated just five times, having lost eight of their opening 14 prior to his introduction.
His importance to the cause was not lost on his manager, either. Speaking about Smith Rowe and Saka's remarkable rise followin a 3-0 victory over Newcastle in January, Arteta beamed: "I know what they are capable of doing. They put a smile on my face. That is merit to them and their team-mates," he told Sky Sports.
"Their performances were extraordinary. The expectation will be high with them so we have to take them through the right path. It's a mixture of energy, passion and a little bit of immaturity at times, which is good as you don't play as tense. They did really well."
Arsenal's strong end to the season eventually propelled them to an eight-placed finish - which was enough to buy Arteta another season of rebuilding. And Smith Rowe would continue to be a major part of his plans moving forward.
Next great hope
After a slow start to the 2021-22 campaign, Arsenal sprung to life in the North London derby - and Smith Rowe had an exceptional afternoon. Playing off the left wing, he was allowed to float around thanks to the presence of the free-flying and width-providing Kieran Tierney. It didn't take him long to make the most of his freedom, either, as Smith Rowe arrived perfectly in the box to convert Saka's cutback in the 12th minutes.
A quarter-hour later, he turned provider. After galloping past Japhet Tanganga, he spotted Pierre-Emerick Aubameyang and rolled a pinpoint cross into his path to help make it 2-0. Arsenal would go on to secure a 3-1 victory and, following a string of similarly influential displays that autumn, Smith Rowe received the honour of his life: a senior England call up.
"I didn't know what to do. I was star struck at the time. I was stuttering, I didn't know what to say. I just said 'Oh wow, thank you so much'," he recalled ahead of his maiden Three Lions cap against Albania, where he came on to replace Raheem Sterling with the team already 5-0 up. He'd even get a start against San Marino a few days later, scoring and assisting in a 10-0 thumping of the minnows.
At club level, progress off the pitch was being made too, as Smith Rowe looked to transition from exciting talent to consistent Premier League difference-maker.
"I didn't used to eat that well," he told The Guardian around the time of his England honours. "I wasn't drinking that well. Before games, I wasn't really that hydrated. I've tried now to focus so much on it. Arsenal are strict but I didn't really listen, to be honest. I think that's where I went wrong. Now I'm listening all the time."
The Gunners clearly saw Smith Rowe as an important part of their future, even paying for a private chef to cook for him and his mother, while he himself made the ultimate sacrifice by cutting down on Nando's and chocolate.
Everything changes
Having committed to a healthier lifestyle, and with Arteta still singing his praise in the press, it felt like the only way was up for Smith Rowe in summer 2022. However, everything would change after one fateful transfer window.
Admittedly, there had been a few hints that Smith Rowe's status as a starter was under threat the previous year, with Martin Odegaard emerging as his manager's most-trusted No.10 and Martinelli proving difficult to shift from the left-wing spot. But if you'd told Arsenal fans around this time that he would scarcely contribute to the team again, they would have struggled to believe you.
In hindsight, we should have seen the decline coming. The arrival of the inverting Oleksandr Zinchenko in July 2022 spelled the end of Tierney's first-team chances, with Smith Rowe only ever really working as a left-sided forward when he had a full-back overlapping him.
Stagnation
Meanwhile, Arteta effectively doing away with an out-and-out No.10 in his new system meant Smith Rowe's best chance of minutes in 2022-23 were going to come as a left-sided No.8. It's a role he never seemed a snug fit for, and Xhaka's exceptional form soon dispelled any notions that he'd be first choice.
Smith Rowe's prospects where further harmed by a string of niggling injuries that campaign. He missed the opening stages of the season with a groin problem, and once he was fit again, Arsenal were leading the title race, meaning opportunities to break into the fold were at a premium.
Last season was a similar story. After opting to remain at the Emirates, despite rumours linking him with a move away, Smith Rowe would start just four games in all competitions. When he was involved, he fared pretty well. But considering his electric start to life as a Gunner, it was hard not to feel like this period of stagnation would have been much better spent elsewhere.
Frustrating conclusion
Now 24, it's abundantly clear that Smith Rowe needs to get out of north London if he's ever going to come close to living up to his potential. And, finally, it appears Arteta has given the green light for the player once dubbed 'the Croydon De Bruyne' to move on.
After Smith Rowe was omitted from the Arsenal side that drew with Bournemouth in pre-season, the Spaniard said: "There are things happening in the background and we decided the best thing to do was keep him away from the game today."
Fulham are expected to win the race, despite interest from Crystal Palace, with the Cottagers understood to be paying around £35 million ($45m) for his services. It's a sad end. A sizeable crop of the Gunners fanbase have remained smitten with Smith Rowe throughout his lengthy spell on the bench, and Arteta has attracted some criticism for his failure to find him a significant spot in the rotation.
It's hard to question Arteta's judgement, though. Since Smith Rowe's disappearance from the first team, Arsenal have failed to win just 22 of their 76 Premier League matches. Initially Xhaka, Odegaard and Martinelli proved impossible for him to displace in the side, while the emergence of Declan Rice, Kai Havertz and even Leandro Trossard more recently meant it was going to be difficult for Smith Rowe to get consistent minutes.
Arteta summed up the tricky situation neatly back in September last year, saying: "There's been many reasons why he hasn't started a match. He was out for a long, long time. He needs time on the pitch and he needs opportunities and we want to provide that to him. Then he needs to prove it like anybody else on the field that he deserves to play."
Ideal landing spot
A move to Fulham does at least provide Smith Rowe with a chance of redemption. On paper, Craven Cottage seems like a pretty ideal fit. Marco Silva is a firm believer in his 4-2-3-1 system, a formation which has facilitated the best football of his new arrival's career.
With Bobby De Cordova-Reid departing and Willian's future in serious doubt, space in the squad has opened up for Smith Rowe to recreate some of the left-sided magic he enjoyed with Tierney during his early Arsenal career. Antonee Robinson has a similarly attack-minded approach to the Scot, while the addition of Ryan Sessegnon provides the ex-Gunner with another flying full-back to combine with.
Smith Rowe could be used centrally too. His close control, pace and directness is well suited to the transitional nature of Silva's attacking gameplan whenever Andreas Pereira is not available. They'll also be a much-needed sense of Smith Rowe being the main man. Fulham are breaking their transfer record to sign him, in what is a momentous endorsement of his talent at a time when it's only natural that his confidence may be low.
That should help him regain his smile after a testing two years, and provided he can settle swiftly in his new surroundings, there's little to stop him adding to his three England caps ahead of the World Cup in 2026.
Smith Rowe will have already circled April 1 in his calendar. That's when he should make his return to the Emirates as a Fulham player. He'll no doubt get a warm welcome back too. When things were at their bleakest, he shined brightest for the Gunners, but the harsh reality is that his boyhood club simply outgrew him in pursuit of tangible success.

Fulham reach £34m 'agreement' with Arsenal over former Huddersfield Town star despite Crystal Palace interest
Fulham have reportedly struck a £34m agreement to sign former Huddersfield Town loan star Emile Smith Rowe from Arsenal.
The 24-year-old was once considered to have a bright future in the Gunners side, but has slipped down the pecking order at the Emirates Stadium. His loss of status has fuelled plenty of transfer speculation in recent months, with an array of clubs linked.
West Ham United and Aston Villa were credited with interest, while recent reports indicated Crystal Palace wanted to land the England-capped playmaker. However, according to the BBC, he is set for a fresh start at Craven Cottage.
Fulham will reportedly pay an initial £27m for Smith Rowe's services, with the potential for a further £7m to be paid in add-ons. Sources have indicated the add-ons will related to success in Europe and domestic cup competitions for Fulham. If pushed over the line, the deal will make Smith Rowe a club-record signing for the Cottagers.
While cutting his teeth at Arsenal, Smith Rowe had a brief stint on loan at RB Leipzig before Huddersfield secured his services on a temporary basis. Despite being raw, the attacking midfielder's potential quickly became evident in West Yorkshire.
He amassed 19 appearances for the Terriers, scoring twice and registering three assists. During his loan stint, he secured Leeds United's promotion to the Premier League with his winner against promotion hopefuls West Bromwich Albion.

Fulham have no intention to increase offer – Club will have to make decision on player
Over the past few weeks, the Brazilian media have regularly shared updates on Fulham's pursuit of Fluminense's André Trindade.
On July 19th, Fluminense president Mário Bittencourt revealed that his side had made a counter offer after Fulham made a bid for the midfielder.
Four days ago, Goal in Brazil reported Marco Silva's side have reached an agreement with the Brazilian club, and are sorting out the last details to secure his services.
Lance! have now dismissed this claim and they insist Fulham are yet to return with an improved bid for the 23-year-old.
It's claimed the Premier League side made a bid of around £25m and this was rejected by Fluminense. The report says Fulham haven't raised their proposal, and at this moment in time Fluminense haven't received any other offers for the Brazil international.
It seems both André and his club are waiting for Fulham to return with a new offer, but that may not happen soon.
Silva's side are edging closer towards completing a deal for Arsenal's Emile Smith Rowe. The report states they have invested a lot of money on this deal, which is why Fulham 'don't intend to increase' their offer to sign André.
If there's no change in the situation, Fluminense will have to decide whether to let the player join Fulham for £25m or retain him at least until the end of this year.

Fulham to 'make improved offer' for Man Utd star after Emile Smith Rowe transfer
Fulham closing in on signing of Emile Smith Rowe from Arsenal
Man Utd midfielder Scott McTominay next up on Whites' shortlist
McTominay was subject of interest from Fulham last summer
Fulham will make a renewed attempt to sign Scott McTominay from Manchester United once they wrap up a deal for Arsenal's Emile Smith Rowe, a report has claimed.
Smith Rowe is closing in on a move to Craven Cottage, with the Whites paying a fee which could reach £35m if all add-ons are met.
The 24-year-old will become Fulham's second signing of the summer following on from Ryan Sessegnon's return to the club from Tottenham Hotspur on a free transfer, and they have cash to spend after selling Joao Palhinha to Bayern Munich for an initial £42.3m.
According to Sky Sports, Fulham want United midfielder McTominay as their third summer incoming. They failed in their attempts to bring in the Scotland international last year and had been linked with a fresh move in recent months.
United could be open to shifting McTominay in order to free up room for midfield reinforcements. They remain in an 'open dialogue' with Paris Saint-Germain over Uruguay star Manuel Ugarte, while Real Sociedad's Martin Zubimendi and Monaco's Youssouf Fofana are also on their shortlist.
Erik ten Hag's side are still deliberating over whether to bring Sofyan Amrabat back to the club after spending the 2023/24 season on loan at Old Trafford from Fiorentina.
United have had a busy summer so far, freshening up their squad with the additions of Bologna forward Joshua Zirkzee and Lille defender Leny Yoro.
Arsenal, meanwhile, are preparing to sign a new midfielder after granting Smith Rowe permission to leave. 90min understands they will ramp up their interest in Real Sociedad's Mikel Merino in the coming days following on from their first summer signing - Bologna and Italy defender Riccardo Calafiori.

Emile Smith Rowe leaves Arsenal training camp to undergo Fulham medical ahead of £34m transfer
England international could make quick-fire debut for Cottagers on Friday
Emile Smith Rowe will undergo a medical at Fulham in the next 24 hours ahead of his £34million move from Arsenal.
Fulham will pay £27m spread across four years, plus a further £7m in add-ons, representing a club-record transfer fee.
The midfielder left Arsenal's pre-season tour in the United States on Monday and his medical will be completed within the next day.
Fulham plan to fly him to Portugal to join the squad on their pre-season campaign. He could make his debut as early as Friday, when they face Benfica, before playing Sevilla next Monday.
The rest of the squad were flying to the Algarve on Tuesday.
Smith Rowe had also been of interest to Crystal Palace this summer, but Standard Sport understands the Eagles backed away after deciding the financial risk of a move was too high.
The 24-year-old had endured a difficult few years at Arsenal, hampered by injuries and ultimately dropping out of Mikel Arteta's starting line-up. He sees joining Fulham as a chance to kickstart a career resurgence.
He saw just 346 minutes of Premier League action last season and his last Arsenal goal came in April 2022.
Smith Rowe earnt three England caps, scoring against San Marino in 2021, and joined Arsenal's Hale End Academy aged 10.
Arsenal boss Mikel Arteta hinted heavily at Smith Rowe's imminent exit last week when he said "things are happening in the background".
Smith Rowe's arrival will help to bolster the club's attacking quality after Bobby De Cordova-Reid rejected two offers of a new deal before joining newly promoted Leicester City for free upon the expiry of his contract this month.
Smith Rowe will be Fulham's second signing of the summer, after academy product Ryan Sessegnon rejoined the club last week.
The full-back left Fulham in 2019 to join Tottenham, but injury plagued his time at Spurs and he left as a free agent in June.
Fulham remain in the market for a defensive midfielder to replace Joao Palhinha, who joined Bayern Munich earlier this month for £47.5m after a year-long transfer saga.
Manager Marco Silva also insists the club must sign two centre-backs ready to step straight into the first team, after losing Tosin Adarabioyo at the end of last season.
Adarabioyo ran down his contract before joining Chelsea on a free transfer.

Marco Silva Key In Emile Smith Rowe Swoop
Fulham manager Marco Silva has played a key part in convincing Arsenal forward Emile Smith Rowe to agree to join the Cottagers, according to Sky Sports News.
The 24-year-old attacker has been a fringe player for the Gunners in the past two seasons due to his injury issues.
He wants to play regular first-team football and has drawn interest from Crystal Palace and Fulham this summer.
Smith Rowe has already agreed personal terms with the Cottagers and a deal is now in place with Arsenal based on £27m plus £7m in add-ons.
And it has been suggested that Cottagers boss Silva played a massive role in convincing the Arsenal attacker to choose Fulham.
Silva made a hugely appealing case to Smith Rowe during talks and tilted him towards Craven Cottage.
It has been suggested that Silva believes that the Arsenal man will be a significant contributor to Fulham's frontline.
All eyes will be on how Smith Rowe settles at Fulham as the Cottagers prepare to hand him the regular game time he lacked at Arsenal.

Jay Stansfield transfer update as rivals to Birmingham City emerge
Birmingham City would be eager to bring Jay Stansfield back from Fulham in this transfer window, but it remains to be seen if he'll be available
The pursuit of former Birmingham City loanee Jay Stansfield this summer has intensified further after Hull City were identified as the latest club who'd be interested in signing the forward were he to be made available by Fulham this summer transfer window.
Blues were the beneficiaries of Stansfield's talents last season; despite their relegation to League One, he scored 13 goals and was widely regarded as their best performing player, despite being only 21 and experiencing Championship football for the first time. Stansfield having proved that he can cut it in the second tier, though, may make matters difficult for Blues if there becomes a battle to sign him this summer.
It was suggested by Cottagers boss Marco Silva at the end of last season that Stansfield, who scored in Fulham's 6-1 pre-season friendly win over Watford recently, would stay with the Premier League club heading into the new campaign after his Blues exploits, but with Emile Smith Rowe due to arrive and join the likes of Rodrigo Muniz, Raul Jimenez, Harry Wilson and others in the final third department at Fulham, Stansfield could be permitted a move.
Blues would naturally be interested in bringing the forward back to St Andrew's, despite their drop into the third tier, a division which Stansfield knows well from his time coming through the ranks at Exeter City. Whether they're able to attract the striker back on a permanent basis, despite the connection he established with the fans and the club itself, remains to be seen - especially if Stansfield has Championship offers. Indeed Blues know they will be very hard pressed to pull off not so much a coup, as a miracle.
Cardiff City were linked with a move for the attacker recently and now Hull have emerged as the latest suitors; they've lost loanee Liam Delap and have released forwards Billy Sharp and Aaron Connolly at the end of their respective contracts. The Tigers also have money to splash having sold Jaden Philogene back to Aston Villa and defender Jacob Greaves to newly promoted Ipswich Town.

FULHAM'S GREATEST EVER PLAYER: An ex-PE teacher is the club's record scorer but Bedford Jezzard was their first big name, while Clint Dempsey was the Premier League fan favourite - but who do YOU think is the Cottagers' all-time star?
Bedford Jezzard helped the club win promotion to the First Division in 1949
USA forward Clint Dempsey is the Cottagers' top scorer in the Premier League
Mail Sport with the help of our readers is on a mission to find the greatest player of all-time at each of the 20 Premier League clubs.
Today it's the turn to look at the legends of Fulham from the delightfully-named Bedford Jezzard to Aleksandr Mitrovic.
And once you've made up your mind on who is the best ever, it's time to vote...
Fulham are one of the nicest clubs in the country based at Craven Cottage on the River Thames but that shouldn't diminish their importance.
They were first club to have a showbiz chairman, comedian Tommy Trinder, and pay a player £100-a-week, Johnny Haynes. Personalities who have served the club in different ways include George Best, Bobby Moore, Bobby Robson, Kevin Keegan and Mohamed Al-Fayed.

Aleksandr Mitrovic's sensational 43-goal season - a Championship record - won Fulham promotion back to the Premier League in 2021-22 - but is he the club's greatest ever footballer?
(https://i.dailymail.co.uk/1s/2024/07/29/11/87894337-13683335-image-a-44_1722248576652.jpg) (https://i.dailymail.co.uk/1s/2024/07/29/11/87894323-13683335-image-a-45_1722248576653.jpg)
Bedford Jezzard was still an amateur when he helped the club to the First Division in 1949
Bedford Jezzard was their first big star and still an amateur when he helped the club win promotion to the First Division in 1949 as an inside-left.
He scored 123 goals in 160 games before an ankle injury ended his career aged 30. Before then he'd formed a great partnership with Johnny Haynes who was viewed as the best midfield passer of his generation.
Haynes captained England and when the maximum wage of £20-a-week was abolished in 1961, Fulham's showbiz chairman Tommy Trinder gave his talisman £100-a-week to keep bigger clubs from signing him.
Also alongside Haynes was a young Bobby Robson who arrived in London from the north-east aged 17 in 1950.
Robson was a goalscoring midfielder who had two spells at Craven Cottage before retiring in 1967 and starting his managerial career there.
When England won the World Cup in 1966, Fulham were represented by full-back George Cohen. Remarkably, it was the only trophy he won in his career - but you might as well start at the top!
Born just a mile away from Craven Cottage and a boyhood fan, Cohen was a one-club man who played 459 times before a knee injury ended his career at the age of 29. George Best rated him 'the best full-back I ever played against.'
If Cohen was famed for his gentlemanly conduct, Alan Mullery was a whirlwind personality who liked to give and take plenty. As a manager, he told his players they should listen to him as he'd marked Pele out of the game at the 1970 World Cup.

Fulham legend Alan Mullery (left) pictured alongside club chairman Tommy Trinder (right)
Mullers started and ended his career with Fulham, with a spell at Tottenham in between where he was the midfield replacement for legendary figure Danny Blanchflower.
A passionate captain who wouldn't allow second-best from his players, Mullery's stunning hit for Fulham against Leicester in 1974 was voted Goal of the Season and still talked about today. The following year he skippered them in the FA Cup Final against West Ham, Bobby Moore one of the players he led out.
Fulham's record goalscorer is Gordon Davies, a noteworthy achievement as the former PE teacher didn't turn pro until he was 23. He signed from non-league Merthyr though another club showed interest. 'I could have gone to Liverpool before Ian Rush,' he later revealed.
Though Fulham as a club went through difficult times, Davies scored 114 goals in six years before being snapped up by Manchester City in 1985. The Welshman returned to Craven Cottage the following year and became their most prolific scorer in his second spell, a fox in the box who somehow found space to finish a few yards from goal.
Fulham's return to the big time began when Harrods owner Mohamed Al-Fayed bought the club in 1997 and appointed Kevin Keegan as manager.
A highly-significant signing was Wales international defender Chris Coleman who agreed to drop two divisions to join Fulham who were in the third tier.

Chris Coleman (holding trophy, left) pictured alongside former Fulham manager Kevin Keegan
'Cookie' was instrumental to the Londoners twice winning promotion to reach the Premier League though a bad car accident at the end of 2000 in which he broke both his legs meant he was a Fulham manager rather than player in the top flight. 'My trousers were covered with blood,' he recalls of the crash.
The highlight of Fulham's recent history was reaching the Europa League final in 2010 where they were pipped 2-1 by Sergio Aguero's Atletico Madrid.
The result might had been different had Bobby Zamora been fully fit. The skilful centre-forward had been an integral part of Fulham's run under Roy Hodgson, scoring in famous wins against Shakhtar Donetsk, Juventus and Wolfsburg on the way to the final.
Nobody has scored more Premier League goals for Fulham than Clint Dempsey who was regarded by team-mates as the hardest trainer they ever worked with.
Dempsey, who also scored for USA against England at the World Cup, had a knack for finding the net even though he wasn't an orthodox striker. In 2011-12, he hit 23 goals for Fulham, a figure beaten only by Robin van Persie, Wayne Rooney and Aguero.
More recently, Aleksandr Mitrovic was the reason Fulham were always able to bounce back to the Premier League after relegation.
Under Marco Silva, the Serbian powerhouse set a Championship record by scoring 43 goals in 2021-22.
His 14 goals the following season ensured Fulham stayed up and ended their yo-yo run of jumping between the two divisions. When he moved to Saudi club Al-Hilal in 2023, it's believed Fulham received a £50million transfer fee to invest in other players.

Liverpool linked with making a signing this summer that would leave Fulham fans gutted
Liverpool have been a thorn in many teams' side in recent times in the transfer market.
The Reds have pinched some of RB Leipzig's best players in the shapes of Dominik Szoboszlai, Ibrahima Konate and Naby Keita, while they took both Alisson Becker and Mohamed Salah from Roma.
Fulham are another team who have had some of their best talents cherry-picked by Liverpool in recent years.
Indeed, the Whites have lost both Harvey Elliott and Fabio Carvalho to Liverpool in recent times, and now, another Craven Cottage academy graduate is being linked with Liverpool.
Matt O'Riley linked with Liverpool
The midfielder is coming off the back of an incredible season for the Scottish champions, and now, he could be on his way to the Premier League.
O'Riley is said to be a player the Merseyside club are keen on, and while this would be an exciting signing for Liverpool, it's a move that would leave a sour taste in the mouths of many Fulham fans.
Matt O'Riley to Liverpool fans would leave Fulham fans feeling sick
O'Riley to Liverpool could be a great move, but it's a move that would surely leave Fulham supporters feeling sick to their stomachs.
If O'Riley joins the Reds, that means that Liverpool could line up with a midfield of O'Riley, Elliott and Carvalho next season.
While that midfield trio probably won't be first-choice for the Reds on a weekly basis next term, it's a trio that, in another world, could've defined a golden age for Fulham.
Make no mistake about it, O'Riley, Elliott and Carvalho are all good enough to be key players for a team like Fulham, and if Fulham did line-up with a trio of homegrown talents like that working in midfield together, they'd have something truly special for Marco Silva to work with.
Ultimately, Fulham mishandled all three of these academy graduates, and now, it may be Liverpool who benefit from the Whites' misfortune.

Emile Smith Rowe: Club-record deal agreed, Fulham medical begins
Fulham have agreed a club-record fee to sign Arsenal star Emile Smith Rowe, sources have told Football Insider.
A deal has been negotiated between the Premier League rivals that will cost the Cottagers £27million, plus £7million in add-ons.
The 24-year-old has left Arsenal's pre-season tour to jet in for a medical to complete the final stages of this transfer.
A full agreement is done between the London clubs, with Mikel Arteta deeming Smith Rowe surplus to requirement.
The Englishman has fallen down the pecking order at the Emirates, and his struggles for game time have opened up the chance for him to depart.
The deal will be pure profit for Arsenal regarding PSR, which will boost their transfer plans this summer.
Arteta is willing to let some of Arsenal's fringe players leave to raise funds, which will be reinvested in strengthening the squad before the transfer deadline.
Fulham will provide Emile Smith Rowe a chance to restart his career
Smith Rowe had plenty of expectations among Arsenal fans, but after playing only 346 minutes in the Premier League last season he is ready for a new challenge.
Despite that, the attacking midfielder does plenty of experience to Craven Cottage after making 80 appearances in the top flight throughout his career.
Smith Rowe has scored 12 goals and provided 10 assists in the Premier League, proving his ability to play in the division.
The academy graduate leaving Arsenal could help the Gunners fund a move for Sporting CP striker Viktor Gyokeres.
Football Insider revealed that he is Arsenal's number-one target this summer, but his £86million release clause could be a stumbling block.

Fulham Could Give Emile Smith Rowe Friendly Bow This Week
Fulham could hand Emile Smith Rowe, who is leaving Arsenal, his debut this Friday, according to the Evening Standard.
The attacker has failed to command a regular spot in the Arsenal team in the last two seasons and now he is set to leave the club.
Crystal Palace and Fulham showed interest in him and Cottagers boss Marco Silva played a crucial part in convincing Smith Rowe to choose Fulham.
Fulham will pay a £27m fee to Arsenal across four years with the rest of the £7m to be paid in performance related bonuses.
It has been suggested that Smith Rowe's medical will take place in the next 24 hours before he becomes a Fulham player.
Fulham will play Benfica this Friday and it has been suggested that the Cottagers could hand Smith Rowe his debut in Portugal.
He was with the Arsenal first-team for the US tour but he left the camp earlier this week to complete his switch.
Now it remains to be seen if his deal will be finalised before the Cottagers face Benfica in a pre-season friendly.

Fulham star expecting 'one or two conversations' over status – Euro 2024 could lead to changes
Fulham star Bernd Leno has admitted he is expecting 'one or two conversations' with the German national team as they potentially plan for life after Manuel Neuer.
The Fulham number one has been speaking to Sky Sport Germany about the national team and whether he thinks Euro 2024 could be a catalyst for change, particularly for him.
Germany appeared to have started on an impressive new path under Julian Nagelsmann at the tournament on home soil this summer, with a series of impressive performances in the group stages led by young talents such as Jamal Musiala.
They then saw off Denmark in the round of 16 before being knocked out in the quarterfinals by eventual winners Spain, who needed a 119th minute header from Mikel Merino to win the game.
That led to some disappointment in Germany, who now have to decide what they will do moving forwards, particularly when it comes to some of their veterans.
Toni Kroos has already decided to retire completely while Manuel Neuer is now 38 years old and in the twilight of his career as well.
If he decides to hang up his boots, at least on the international stage, that could benefit the Fulham man, and he believes conversations may be on the way.
"I don't know exactly," he said when asked if he thinks he'll be moving up the rankings.
"I don't know exactly how either, because after a tournament like this you'll say a few things again, maybe you'll build on the future or something else will happen. But in the end, everything probably depends on Manuel Neuer.
"And Manu has shown that he's still a great player, even though there was a lot of criticism before the Euros, but I think Manu once again played at the top level at the tournament. If you trust someone to keep going, it's Manu. So, we'll see.
"And I think if Manu keeps going, then maybe something can change at number three or number four. But up to now I haven't spoken to anyone about it and maybe there will be one or two conversations soon."

An open letter to our own dear, departed Emile Smith Rowe...
Dear Emile, our own Croydon de Bruyne, it wasn't supposed to end this way. We hardly knew ye, as the saying goes, but it appears that it's already time to bid you a fond farewell. Rumour has it that you're on your way out the door courtesy of a £34m transfer fee, and you'll probably announce your arrival at Fulham before the weekend. I wish you nothing but the best for 36 of 38 matches (plus the occasional cup-tie) for seasons to come.
In all sincerity, I hope you'll electrify Craven Cottage and thrill the Fulham faithful for years to come. For myself, I have a bit of a soft spot for Fulham given that Clint Dempsey featured for them for five seasons, and it's not lost on me that staying in London might have been a priority for you.
I've written about your situation repeatedly, Emile, and I still can't quite get to the bottom of it. You were, after all, a scintillating and tantalising performer during what might have been a breakout 2021-22 season. It seemed as if you and Bukayo Saka would become one of the most-lethal and prolific pairings in recent history, each of you rampaging down your respective wings and rinsing would-be defenders so repeatedly and thoroughly at the weekend that they'd skip laundry day for the rest of the month.
Instead, alas, the injuries came. They felt almost Diaby-esque, maybe even Wilsherian. It It didn't help that you were Pipped by Martinelli, who himself quickened pulses and terrorised defenders to no end, followed by the arrival of Trossard. All of a sudden, you weren't just sidelined by injuries; you were rooted to the bench behind not one but two players in whom Arteta placed his trust.
There. The trust. Arteta extends it cautiously, perhaps even grudgingly, and you had to feel this as you were named to the bench but sparingly used even when scorelines suggested if not stated that the result was well in hand. What thoughts went through your mind as you sat rooted to that bench when a 20- or 30-minute runout might have given you a chance to remind everyone, not least of all yourself, what you're capable of?
You've shown in bits and flashes that you're a prodigious, perhaps even prolific talent, and I do sincerely hope that you get a chance to translate that talent into something more tangible. Your head seems to be in the right place. Even if you felt aggrieved or short-changed, you never showed it. To all outward appearances, you just put your shoulder to the grindstone and hoped for the best.
As I'm sure you know, Emile, modern football is almost more of a business than it is an art. Results are all that matter, and there's precious little patience to be spent on waiting for a player to prove his worth. This will almost certainly come as very cold comfort, coming as it does in terms of cold, hard cash, but your transfer to Fulham will prove your worth upfront in the form of that £34m fee. On a more-important level, something tells me you'll prove your worth in other, less pecuniary ways once you're back on the pitch.
Speaking only for myself, I'll close by saying that there are players who spend years at a club without ever weaving themselves into its fabric. You may have only made 115 appearances in six seasons, for this club, but you'll always be more of a Gooner than some who made more appearances in half that time. I wish you all the best at Fulham. I'm sure that Iwobi, Willian, and Leno will welcome you into the fold. Whatever you do, please don't unleash the full power of your potential on us when we meet again.
All the best to you, Emile.

Galatasaray make laughable €15m offer for Manchester United star; Fulham prepare improved bid
Reports in Turkey suggest an offer has been made to sign Manchester United midfielder Scott McTominay, while Fulham consider an improved bid.
The Scotland international has been linked with a move away from Old Trafford this summer, as they look to step up their pursuit for a new defensive midfielder.
It remains to be seen if United can find a buyer for Casemiro.
The Brazilian veteran looked miles past his best last season and there hasn't been any significant interest in his signature.
McTominay is one United midfielder attracting interest from multiple clubs, but after making 43 appearances last season he made several positive contributions.
Haber Sarikirmizi cites comments Ali Naci Kucuk made to Raydo Gol when discussing Galatasaray's pursuit of McTominay (H/t Sport Witness). The Turkish journalist claims the Super Lig giants, who Okan Buruk manages, have made an offer worth €15 million.
This laughable offer will be rejected if Galatasaray submits because McTominay is worth more than £30m.
However, Kucuk believes Galatasaray are set to be patient in hope that United will lower their asking price for McTominay before the transfer window closes.
"Galatasaray have submitted an offer of €15m to Manchester United," said Kucuk. "Manchester United, on the other hand, wanted €30m. If Manchester United don't get the offers they want, McTominsay could go to Galatasaray for €20m. Let me remind you, Galatasaray signed Mauro Icardi in September."
Galatasaray are also said to be interested in Man City flop Kalvin Phillips.
Fulham prepare an improved offer for McTominay
United are presumably waiting on another club – from the Premier League – to make an offer that will blow Galatasaray's pathetic bid out of the water.
According to Sky Sports, Fulham are expected to make an 'improved offer' for McTominay once they have wrapped up the signing of Arsenal's Emile Smith Rowe.
The Cottagers reportedly had an opening bid of £17m rejected for McTominay earlier this month, but they're willing to agree on an overall package worth £34m for Smith Rowe...
McTominay, who scored 10 goals for United last season, is definitely worth north of £30m.

Two bids to arrive for Man Utd star as ambitious club eyes fantastic double deal with Arsenal signing
Fulham are ready to come back in with a new offer for Manchester United star Scott McTominay, though they are not the only side interested in the midfielder, as per reports.
McTominay made 43 appearances for Man Utd last season and chipped in with 10 goals and three assists, with some of those goals crucial to keeping Erik ten Hag in his job as manager. Despite McTominay's emergence as a real threat late in games, he is at risk of being sold by Sir Jim Ratcliffe.
The Scotland international is in a similar position to Aaron Wan-Bissaka, as Man Utd are looking to sell both players to make room in the squad and give them added transfer funds to bring in some top new signings.
McTominay has been linked with clubs such as Tottenham Hotspur and West Ham United, but it is Fulham who have put themselves at the front of the queue to snap him up.
Earlier this month, Fulham started the bidding for the Man Utd academy graduate at less than £30million. But this was rejected as Ratcliffe is holding out for at least £30m to sell him.

The £34m transfer gamble who could take Fulham to the next level this season
Fulham have taken a huge transfer gamble, but it could be set to pay off big time
Fulham have broken their transfer record for Arsenal's Emile Smith Rowe, signing him for an initial £27m with the potential of £7m in add-ons, 3 Added Minutes have been told. Smith Rowe's signing could be game-changing for Fulham, and sources say the add-ons are based on Cup and European success for the Cottagers. There is work to be done if they're going to have to pay the extra £7m.
Smith Rowe is an academy graduate and a popular figure among supporters but has dropped down the pecking order at Arsenal behind Gabriel Martinelli, Leandro Trossard, and Bukayo Saka. After a bright start to his Gunners career, a series of injuries hampered his ability to realise his great potential at the Emirates Stadium.
Speaking to people who saw him come up, they say he's an absolute bargain even for that price, as he was ahead of Saka when coming up. "For me, we should have kept him, and I say so because he is one of the best players to have come from our academy. I get that injuries have affected him, but he's one of the players who started to get things going when Mikel came in. So really, we are sad to see him go, but our loss is their gain," Arsenal journalist Layth Yousif told 3 Added Minutes.
He is the kind of signing Marco Silva will love because if he can stay fit, he has all the attributes to be the star man of this Fulham team, something they've not had since Aleksandar Mitrovic left. He has a goal threat who can run at defenders, and provide the all important final product once the back line is breached.
3 Added Minutes understands that during his early development at Arsenal, even the great Mesut Ozil tipped him to go on and become an even better version of himself. Just imagine if he could go on to produce the same numbers of assists that made Ozil the best number ten in the world - it's a thrilling prospect for Fulham fans to savour after signing their top target.
The career of a footballer has so many ups and downs, but moving to Fulham could be the jolt and awakening call that he needs. Seeing the likes of Saka overtake him and become key players for England will have no doubt hurt him but can, most importantly, serve as inspiration to drive him to the next level.
At Fulham, he will get the one thing all ambitious players crave: playing time. It's now up to him to use it to his benefit and get the best out of himself, which will be an absolute benefit to his club too.
This transfer has the potential to go down as one of the best for both the club and the player, as he knows that a good two years being Fulham's star man could get him to a top club in Europe, as evidenced by Joao Palhinha's big move to Bayern Munich earlier this summer. The Cottagers will also benefit from having a player that could finally take them from being a lower mid-table club to one that could push for Europe in the coming season.
A win-win situation for everyone, including Fulham fans who are rightly delighted that they've signed one of the underrated gems of the Premier League.

Fulham's remarkable £155m summer transfer window predicted with Man Utd, Middlesbrough and Chelsea deals
Football Manager 2024 predicts how the summer transfer window could play out for Fulham.
The summer transfer window is open for business and it has already been a hectic one for Marco Silva and Fulham.
Of course, the big news of the close-season was always going the future of influential midfielder Joao Palhinha and an early resolution was found when the Portugal international joined Bayern Munich earlier this month. The likes of Tosin Adarabioyo and Bobby De Cordova-Reid have also departed on free transfers and have agreed deals with Chelsea and Premier League newcomers Leicester City respectively.
At the time of writing, the return of former Cottagers winger Ryan Sessegnon is the only incoming deal - but there are high hopes Silva will add to his squad over the coming weeks. So we thought we would fire up Football Manager 2024 and see how the world's most popular managerial simulation predicts the remainder of the summer transfer window will play out for the Cottagers boss.
Goalkeepers
It was a case of one-in, one-out for Silva's goalkeepers as the Cottagers manager quickly moved for Bolton Wanderers stopper Nathan Baxter after Marek Rodak made a free transfer move to join Liverpool legend Steven Gerrard at Saudi Arabia Pro League club Al-Ettifaq.
Silva's goalkeeping options: Leno, Benda, Baxter
Defenders:
There was one major arrival at the back for Silva as he filled the void left behind by Tosin Adarabioyo's free transfer switch to West London rivals Chelsea. After seeing offers for the likes of Tyrone Mings and Jamaal Lascelles rejected by Aston Villa and Newcastle United respectively, the Portuguese boss was more successful with a £28m offer for Manchester United and England centre-back Harry Maguire, who actually became the Cottagers highest earner after completing the move to Craven Cottage.
Silva's defensive options: Diop, Bassey, Ream, Robinson, Castagne, Tete, Mbabu, Maguire
Midfielders
We all know the big news in the middle of the part was Joao Palhinha's big money move to Bundesliga giants Bayern Munich. He wasn't the only midfielder leave the Cottage after Silva accepts a £28m offer from Premier League rivals Wolves for Harrison Reed. The Cottagers boss wasted little time in replacing the duo as Nottingham Forest's Ryan Yates, Middlesbrough youngster Hayden Hackney and Bournemouth's Philip Billing were all brought in at a combined cost of £50m.
Silva's midfield options: Lukic, Cairney, Pereira, Yates, Hackney, Billing
Forwards
There were two departures at the top end of the pitch as young striker Jay Stansfield joined Norwich City on a season-long loan deal and Raul Jiminez returned to Mexico in a free transfer agreement with Cruz Azul. There were two new additions in their place as Silva moved to take Chelsea youngster Marc Guiu on a season-long loan before completing a free transfer move for former Liverpool striker Roberto Firmino.
Silva's forward options: Sessegnon, Iwobi, Willian, Wilson, Muniz, Traore, Vinicius, Guiu
Ins
Sessegnon (free transfer), Firmino (free transfer), Maguire (£28m from Manchester United), Yates (£20m from Nottingham Forest), Guiu (loan from Chelsea), Hackney (£12m from Middlesbrough), Baxter (£4m from Bolton Wanderers), Billing (£18m from Bournemouth)
Outs
Palhinha (£45m to Bayern Munich), Adarabioyo (free transfer to Chelsea), De Cordova-Reid (free transfer to Leicester City), Rodak (free transfer to Al-Ettifaq), Reed (£28m to Wolves), Jiminez (free to Cruz Azul), Stansfield (loan to Norwich City)

Emile Smith Rowe: Fulham agree club record transfer deal in principle with Arsenal
Fulham have agreed a deal in principle that will see them pay an initial £27m for Emile Smith Rowe plus add-ons that could take the total to £34m; The Arsenal midfielder played only 346 minutes in the Premier League last season; Smith Rowe is expected to have a medical this week
Emile Smith Rowe has completed his Fulham medical ahead of a permanent move from Arsenal.
The deal - a club record for Fulham - will see them pay an initial £27m, plus add-ons that could take the total to £34m.
Final details are being sorted between the clubs for the midfielder, who returned to London from Arsenal's pre-season tour in the USA earlier this week.
Once the deal is wrapped up, Fulham are expected to go back in with an improved offer for Manchester United midfielder Scott McTominay.
Smith Rowe played only 346 minutes in the Premier League last season, making just three starts, with a knee injury ruling him out for six weeks in October.
The 24-year-old has won three senior England caps, the last in March 2022, but he was a member of the squad that won the UEFA European Under-21 Championship last summer.
Fulham fly to Portugal for a pre-season training camp on Tuesday and it is hoped Smith Rowe will join up with them at some point during the camp.
Smith Rowe has been keen on the move with his primary motivation having always been regular first-team football. It is seen as a good move for all parties.
He has been with the Arsenal squad during their pre-season tour in the United States and was an unused substitute in last week's friendly against Bournemouth in Los Angeles as the Gunners won on penalties.
Asked about Smith Rowe's future after the game, Arsenal boss Mikel Arteta said: "There are things happening in the background at the moment.
"We decided the best thing to do was to keep him away from the game today."

Southampton and Fulham-linked RB Osayi-Samuel addresses speculation about Fenerbahce future
Bright Osayi-Samuel has addressed speculation linking him with a departure from Fenerbahce before the close of the summer transfer window.
According to fresh reports in Turkey, the former Queens Park Rangers winger is being linked with a return to England, with Southampton and Fulham mentioned as possible destinations.
Wolverhampton Wanderers and Leeds United were previously credited with an interest in Osayi-Samuel, who has entered the final year of his contract at Fenerbahce.
It has been reported that Fenerbahce are willing to listen to offers in the region of €20m and will not consider any bids below this amount for the versatile right-back.
During Monday's pre-match press conference before Fenerbahce's Champions League qualifier with Lugano, Osayi-Samuel was quizzed on speculation linking him with a departure from the Yellow Canaries.
He responded: "My dad is more involved in stuff like that, just focusing on my football. As of now I am a Fenerbahce player so looking forward to the game."
Including the ongoing game against Lugano, Osayi-Samuel has appeared in 141 matches for Fenerbahce, scoring seven goals and providing thirteen assists.
When questioned if the transfer rumours affect him negatively after 140 matches for Fenerbahce, he replied: "It's good, hopefully I can keep going. In terms of the rumours, not really. I don't read any of that, just get home and go on my PlayStation."
Born in Okija, Osayi-Samuel is classed as a homegrown player by the English Football Association, having spent his formative years as a footballer with Blackpool.

Fulham believe club will 'give in' and accept their offer – Confidence transfer will happen
Fulham's pursuit of André continues and it's now reported from Brazil that there's confidence at the Premier League club they can secure the midfielder for the price they want.
There's been a lot of back and forth between Fulham and Fluminense on the potential transfer, with the Brazilian side obviously trying to get as much as they can for their player.
Earlier this summer it was thought they may even be able to push the price as high as €40m because there was interest from multiple Premier League clubs.
Right now it's only Fulham pushing through to try and get a deal done and that means it's an easier situation for Marco Silva's side than it may have otherwise been.
Brazilian journalist Bruno Andrade reports Fulham believe Fluminense will 'give in' and accept their €25m offer for André. At the same time, it's stated the selling club are continuing to request €30m.
The belief from the London club is based on Fluminense accepting the offer as the window gets older and there are no other bids in town. That means that this one could drag on a little more.

Birmingham City transfer news as huge Jay Stansfield development emerges
Birmingham City are in talks with Fulham over a deal for striker Jay Stansfield, who is also wanted by several Championship clubs
(https://i2-prod.birminghammail.co.uk/sport/football/football-news/article28991935.ece/ALTERNATES/s810/0_JS330291460.jpg)
Jay Stansfield clinched Birmingham City's 3-0 win over Coventry City
Birmingham City are locked in negotiations for a £6m swoop for Fulham forward Jay Stansfield as the transfer on the lips of every Bluenose, is seemingly edging closer.
Stansfield, would be a hugely ambitious signing for Blues after his impressive loan spell at the club last season saw him named as the club's player of the season.
Blues are looking to bounce straight back into the Championship as they look to get the Chris Davies era in full flow - the move for Stansfield is seen as a marquee signing that would signal that intent the club has, to the rest of League One.
The Telegraph reports that discussions are continuing between the two clubs and it's likely that the situation will be concluded sooner rather than later, with Blues hoping they can set a new transfer fee record for League One.
Blues were the beneficiaries of Stansfield's talents last season; despite their relegation to League One, he scored 13 goals and was widely regarded as their best-performing player, despite being only 21 and experiencing Championship football for the first time.
Indeed Blues know they will be very hard-pressed to pull off not so much a coup, as a miracle.

Man United's latest stance on Scott McTominay sale, Fulham preparing offer for midfielder
HITC understands that Fulham are preparing a bid for Manchester United midfielder Scott McTominay this summer.
Fulham are searching the market for midfield replacements after Bayern Munich signed Joao Palhinha earlier this summer after the German side failed in their attempts to land the Portuguese midfielder last year.
HITC had previously reported that Fulham were hopeful of striking an agreement for Andre, who plays for South American side Fluminense and has been heavily linked with a move to the Premier League.
One name the Cottagers have been looking at is Manchester United midfielder Scott McTominay, whose future at Old Trafford is uncertain.
Man United's stance on selling Scott McTominay explained
HITC understands that Fulham are preparing an offer for the Scottish midfielder who scored seven Premier League goals for the Red Devils last season.
HITC has previously revealed that United were looking for £40 million for the sale of the Scottish international, but sources have confirmed that Fulham believe a deal could be done.
United boss Erik Ten Hag wants to keep McTominay – but he also appreciates that if he wants to do further business, then sales will need to take place.
United are interested in Paris Saint-Germain's Manuel Ugarte and the Red Devils may need to sell a midfielder before they can make a move for the Uruguayan.
McTominay proved to be a vital figure for Ten Hag's United as they reached the FA Cup final and eventually won the competition. The Scotsman opened the scoring during the frantic 4-3 win over Liverpool in the quarter-final.
Man United's plans for sales explained
The Red Devils are understood to be in talks with the Saudi Pro League about the sale of Brazilian midfielder Casemiro to the Middle East but these talks are understood to have stalled.
The possible sales of centre-backs Harry Maguire and Victor Lindelof are certainly not guaranteed this summer either.
They are open to selling Aaron Wan-Bissaka, and he is in talks with West Ham – but any fee he brings in will be used on his replacement. Bayern Munich's Noussair Mazraoui is of interest to United.
Fulham, who are looking for a replacement for Palhinha, are now looking to land McTominay despite also holding talks with Fluminense over Andre.

Fulham are staying in a hotel in Lagos, western Algarve. I've a mate who lives nearby (he's an Arsenal fan but he loved it when I took him to the Cottage last season) and has seen some of the players and staff wandering down to the local beach.
