Nah, California

California is as dry as a popcorn poot, as my sweet dad use to say. We have had less than 3 inches of rain in two plus years. The lake near my house is almost dry. An island appeared in the middle of it so some wise guy rowed out and put up a for sale sign and a small Christmas tree with solar lights. It actually looked good when I drove by at night.

Can you have a village in London?

Regarding the moat, I expect they have opened a sluice or something to take pressure of somewhere else that is likely to flood. They seem to have done something similar to the water course that goes through the park at the back of Cirencester church/abbey

Yes it means you can't use a hosepipe externally from your mains water supply. Also if there is a drought the water board lowers the water pressure in the system,  meaning the water troughs down my allotment doesn't fill up fast enough.

A hose pipe ban is brought in by the water companies practically e.very Summer, when it is deemed that we are having a drought.

It means that we cannot use our garden hoses to water the garden or clean our cars.

As it stands at the moment, Great Britain is in danger of sinking. Just like Fulham!

How can England have a shortage of water? The last several matches I've watch seem to all have had rain.

Alot of it is to do with aquafiyers filling up sufficiently.  Also under investment by some water companies mean pipes have high leakage rates, so alot of water can be lost going from one area to another.
Where I live in the west is generally warmer and wetter, where the East side of the country is colder and drier. The East is more likely to get a hose pipe ban, although I come under Thames Water and they often slap one on, this is as the East Side of their area is dry even though the West side of their area is wetter.

Abit complicated but I'm not worried as only use watering cans and not a hosepipe.
