Parents who allow their children to run around shouting and screaming in shops and restaurants. The parents totally ignore them while doing something else, allowing their children to totally annoy and spoil other people's meals, activities.
If you have children they are your responsibility so look after them.

and you are indeed right to be annoyed, it happens far too often, and as you say it's the parents responsibility to look after them, unfortunately there are far too many irresponsible and selfish parents without the proper parenting skills to bring up their little darlings correctly.
