Yellow card amnesty - impact on FFC

It seems that the Football League has a yellow card amnesty system for players on the brink of suspension.  Since we have six players (Fredericks, Madl, Johansen, Parker, Odoi, MacDonald) on four cards, I was hoping this amnesty would apply to them but, confusingly, the EFL's system seems different to the FA.  To be honest, I haven't a clue about this...

 I thought football league rules were 5 cards before end of NOVEMBER.  Only Premiership is end of December
