NFR - any ideas?

I have just taken over a local allotment,
However, every time I leave. When I return I find that someone has dumped a tonne of top soil! don't know why!

Presumably there's an allotment society/association there - ask the Secretary.  Could be someone trying to do you a 'favour' by getting rid of their autumn digging but if your soil hasn't been cultivated for a while you probably don't need it, just dig over your own ground and leave it for a few months.
