There can be no argument that he wasn't interfering with play because in that situation at the very  least
Bettenelli must have been distracted by him

While I agree with this interpretation of the rules of the game but it's generally not seen that way by match officials and hasn't been for sometime.

Unfortunately there are inconsistencies from the same officials every week which makes it a bit of a lottery as well as wrong.
