Why do goalkeepers dive the wrong way?

Shilton always waited for the penalty and he was crap at saving them. As someone who played goalkeeper for twenty+ years, actually waiting for the kick makes it nearly impossible to save a penalty. If you haven't commit your body to the direction you will be diving in by the time the striker's foot meets the ball, you aren't going to reach even a reasonably well-placed penalty, because you're completely flat-footed.
