How Nottingham Forest have been able to appear to flout the rules when everyone else seems to have difficulty staying within them. Have they found a way to spend freely or will they get punished eventually

It's probably 'creative accounting', numbers can reflect anything you want them to.

The big teams have more money incoming from merchandise etc, so can spend more. With Forest it must be because they've not spent much prior to this season, I don't know how much they've spent.
