over anything else what teams from any league in England would be in it?...

Arsenal, Fulham, Blackpool...?!

Which 20 odd clubs have the best reputations throughout the english system of playing the most attractive football?

...even though they didn't get promotion through the play-offs, Lee Clark's Huddersfield play good stylish football...

Not being pedantic, but surely you'd also have to include candidate teams from the Macwhirter 1st division in Wales too?   Penrhiwceiber Rangers play stylish football so I hear.  Taff's Well (yes, they really do exist) are pretty good too.
