...why do they give the slightest ambiguity, just say get caught with a flare and you WILL be banned - for life - and you WILL go to jail and it WILL stop the trend...

I think it's law anyway, it's been brought into sharp focus by the throwing of a smoke bomb at a linesman by a Spurs "fan". The BBC Breakfast show were running an article on it - we're about to be given leaflets outside grounds explaining the law related to the topic.
Apparently some lad was killed by one a while back
I've always been amazed that the lighting of flares seems to be treated as normal behaviour on the continent, to be met with a shrug of the shoulder.
On the other hand, English football thugs are known the world over. 'Go figure', as they say !
Unfortunately its also treated a normal by some of the moronic Liverpool fans. One might have thought, with their history, they would be a little more considerate about such things.

While I will admit some of the atmosphere created by smoke is pretty cool, it is down right dangerous for a plethora of different reasons, and dont get me started on flares. There are plenty of ways to make a unique atmosphere without flares and smoke, look at Dortmund.
really dangerous in an all wooden stand like JH, very alarmed when the Poles set one off in the last Europa
totally agree....anyone caught wearing flares (or tank tops) should be banged up for life!

Well, the problem with the "WILL go to jail" thing is the whole jury system and English common law.
