Was there any reason why Ryan Sess was left out of all the England squads? Physically impossible he was dropped due to form/ fitness etc . Was it just agreed to rest him?

I believe that is exactly what happened.
At 17, I would think there would be an official or unofficial agreement as to how much high level competition would be suitable.
The club (and country) would have a duty of care towards those who are not yet legally adults.
