Not sure it's that unbelievable.
Big clubs across the globe have spiralling debt, FFP designed to stop this and such measures enforce it

I think it is a very good incentive. If any club who flouts ffp gets promoted then they should not be able to be promoted

they just worked something out with ufea, didn't want it to drag on to next year in case they get champions league football and end up losing millions.
