Fifa Introduces New Transfer rules

Basically, all players at a club will now have to have an agreed upon release clause in their contract, and players earning below a certain amount, will be given 5%  of their transfer fee, though this can be negotiated. These regulations have been in place in Spain for some time, but will now be introduced globally.

I think if you agree £20m, £1m would go to the player.

If it's the selling club paying this, I presume it would be his salary at the selling club that would be taken into consideration? I doubt purchasing clubs would tell other clubs what salaries their players are on.
