The owners must have realized there was a good chance Silva was not going to sign a new contract and therefore would have drawn up a list of candidates weeks ago.

And even started talking to them (it may not be ethical but we know it goes on) before the season ended.

So in my mind we should be crossing the t's and dotting the i's on the new boss's contract in the next few days and announcing to the world by this time next week.

If not, why not?

Yes. Find a pub near the cottage that is still open and ask people there if they have any good ideas.

They definitely had a list of candidates, who knows if they've been "honourable" or have had preliminary talks.
Anyways that list would never and should never be set in stone and i wouldn't be surprised if "potential candidates from national teams" get them to wait until the end of the tournament to make a final decision.

If anything one could blame Marco for not making his intentions clear earlier so that they would be fully permitted to talk to candidates and hold the argument of an actual vacant position. And that's not hating on Marco at all but I have not seen anyone mention that.
