Why aren't Hull officially Relegated?...

What am I missing?

West Ham are 6 points ahead and have a far superior goal difference which means that even if west ham lose their two games then Hull can't stay up!

As far as I can see it's just what position Hull finish either 2nd from bottom or 3rd from bottom, either way they're relegated so why hasn't it been made official? Am I missing something?
