When do they normally get announced? What changes should there be, most i would imagine will stay the same the main ones I would change are

Stekelenburg - 1
Amorebieta - 6
Ruiz - 10
Kacaniklic - 11
Boateng 20

Maybe Dejagah could get a lower number too

so they change the numbers year to year?

Rarely.  The top two and bottom one are new signings.  Ruiz is positionally a "traditional" number 10, just had 11 for the last two years, and Kaca had a higher number last year as he was young, and effectively only broke through in the last few months.  Again, traditionally, he's a number 11.

You have a lot to learn about the outrageously high number of quirks in football :P (not in a bad way though)

Yeah, occasionally a few players may change numbers if they become vacant when other players move on.

Yes I have a LOT to learn!

Maybe Riether gets #2? Also, I don't think Dejagah will change from 24. He wore 24 throughout all his time in Wolfsburg, too.

Riise was debating a move to the 6, since Baird left. It was his number at Liverpool and internationally, even though it breaks  the numbering tradition. I forget the league, and the name but some player was running around with 99.

Playing the pot stirrer 086.gif, but apparently we are interested in Clint on loan. New number, new start since he has always favored number 2. However i am in the " you left, please kindly stick with your choice" camp :dead horse:

I think Les Ferdinand had 99 when he was at Newcastle, Kevin Keegan gave Shearer the No 9

I think Boateng will be getting the number 23, there was a snap on the facebook page of him with it on his shorts https://fbcdn-sphotos-f-a.akamaihd.net/hphotos-ak-frc3/970591_526085470771851_1890238258_n.jpg
