Just looking at the Jaguars summer transfer dealings on the NBC site, anyone notice any similarity in the transfer policy with ours?

It's not really an apples-to-apples comparison.  Player trades (comparable to club-to-club transfers where a fee is paid) are fairly rare in the NFL; teams that are successful at being competitive over an extended period of time almost always do it through the college draft (comparable to bringing players through the academy).  Because the Jaguars have been, to put it kindly, not great over the past five seasons, it doesn't make sense for them to be making big free-agent acquisitions (comparable to free transfers, generally the way NFL teams supplement their internal talent).  These transactions here, almost all on September 1st, are just them filling out the back of their roster with guys who just barely missed the cut with other teams (August 31st was the day that teams cut their larger training camp rosters down to the regular season size); they still had like 45 guys under contract before they added these few.

I would further note that what the Jaguars did when they claimed those guys off waivers on September 1st is typical of what all NFL teams do at that date to fill out their rosters.  The New England Patriots, one of the best and best-run teams in the NFL, claimed four players off waivers on September 1st.
