New stand planning refused?

The council website indicates that planning has now been REFUSED!
WTF is going on?

Panic ye not.
This is fairly common when plans are submitted to the council. It's a game where the council like to flex their muscles by arguing that 'this detail and that detail' need to be changed. The application is amended and then re-submitted. Eventually the council planning dept are happy and the build starts.
