What exactly are the Loan rules vs. the 3 club rule?

Here is my understanding (after a bit of Googling) as it stood at the beginning of the season. The Football League have confirmed the situation regarding loans as follows (the word 'emergency' in this context seems to have no real meaning):

1) Standard loans can be for half a season or a full season.  These can only be done during the two transfer windows (i.e. by the end of today or in January 2010).

2) Emergency loans can be done outside of the transfer window, but not after the fourth Thursday in November or March. 

3) A club can have a maximum of four players under 23 and a further four over 23 on standard loan during the season. There is no limit on Emergency Loans. 

4) However, only four players maximum can join one club from another during the season.

5) A maximum of five loan players can be named on a team sheet.   

So based on that the question is:
1) Was the loan to Forest an Emergency Loan? If yes, no probs, if no, there's an issue. The fact that it wasn't for a half season (or longer) seems to indicate to me that Storey can play. However, typically emergency loans used to be rarely given, and typically only if all your GK were injured. Maybe this has changed?

2) I would find it extremely unprofessional (but very Fulhamish) if the club didn't investigate this properly so Shorey can play immediately if we want to.

Has anyone got a clearer idea on where we sit with this at the moment?

Shorey went to Notts Forrest on an 'emergency' loan deal so he's available to play for us from the off. No investigations needed. Very straight forward.

I always thought this rule was for players being "registered", i.e. transferred, between 3 clubs.

Loans are another matter as although Shorey plays for Fulham and played for Forest, he is registered with Villa.
