Seen that Ipswich & Norwich drew, do away goals count as a tiebreaker?

Actually I think they do count after extra time. So say the 2nd leg ends 0-0, if it was still 0-0 after extra time then Norwich would go through. The only way it goes to penalties is if both legs are identical scores.  Which means Ipswich do have to score at some point.

Don't take that as a definite but I'm pretty sure that's how it works
