According to The South London News, we have moved to recruit Phil Chapple, Charlton's Chief Scout, to work under Mike Rigg.
He has been at Charlton since 2007. Does anyone know about his record. I'm sure Alan Curbishly would ?

And the wheels start to turn... Mike Rigg had a huge emphasis on scouting whilst in charge at Manchester City, eventually implementing a scouting team of 35+ scouts.

Phil Chapple's track record will be difficult to know, it's not frequently publicised how involved scouts are in transfers and which players come from a certain scouts' reports. That's some longevity though, it's often seen that the chief scout's position is put into limbo with each new manager. That's a good sign I guess.

Been chief scout at Charlton since 2007, so anyone want to analyse his success and failure rate?

"He had spells as academy coach at West Ham United and as a coach at Newmarket Town and in 2007 returned to Charlton Athletic as chief scout. When Charlton named Phil Parkinson as caretaker manager in November 2008, Phil briefly joined the first-team coaching set-up before returning to his Chief Scout role in July 2009.[1]"

Been told that his role at Charlton was greatly reduced under the new ownership as they looked to sign players from abroad and clubs that the owner also had a stake in.

Chapple could be a good move in that he should have a good knowledge of young players in the London & the SE. Charlton have traditionally been good in introducing young talent from the SE London area.

Charlton's current owner (Duchatelat) has built up a 'franchise' of European clubs and anecdotally been active in the choice of players - rumoured that at least one manager has moved on for this reason.

Yep, it seems that all you need to get a game at Charlton these days is to be Belgian or have a link to the Chairman.  Joe Gomez ended up at Liverpool recently and Morgan Fox is very highly rated - unsure though if these are Phil Chapple recruits.
