"ANY player may take the penalty kick. As soon as the substitute becomes a player as outlined in Law 3, he may take the penalty kick. Further, if for whatever reason the penalty kick must be retaken, ANY player may take the retaken penalty kick."

Interesting post by Snibbo on the laws of the game. My guess would be that a referee has the  discretion  to not allow a substitution to be made before the penalty is taken.
