Somebody please explain Afobe transfer ...

Couple of weeks ago Benik Afobe completed his transfer in order to return to Wolves for £10 million. This apparently had £3m add ons...
Just over a week later he is loaned out to Stoke for 6 months with Stoke having an obligation to buy the player. Fee rumoured to be £12m approx.
Have we got into a situation where clubs are "flipping" players ?

Perhaps Wolves had an obligation to buy as well? Either that or Wolves saw the opportunity to buy then sell at a profit to a desperate relegated team who had parachute money to burn. This also helped wolves escape the add ons, and give afobe realistic chance of first team football he wouldn't have got at wolves considering he's not from Portugal
