Why does it take a tribunal so long to work out a fee for Elliot?

There are so many things that you should have been speeded up by the use of computers and modern means of communication that remain steadfastly unchanged.

Would've thought that the more appearances he makes for Liverpool the bigger the fee decided by the tribunal. And therefore we're better positioned now with Elliott having made 7 appearances for Liverpool's first team than we'd have been at the end of last July.
