I think that a 5 % chance is not unreasonable. If this was played 20 times I think Fulham would definitely get promoted in at least one of them. Also note the "less than" sign. Do you believe that it should be less than less than 5 %? I think it is actually your negativity bias showing more than anything.

If you set the bet up as a three fold acca:
Fulham to win: 2.45
QPR to win: 10.0
Barnsley or draw: 3.0

Gives 73.50 multiplier

Haha 5% is reasonable. I know even I think it won't happen but come on, it could be as high as 30% (or higher), 5% is nothing.
