OP makes a good point.
Also check where the ULEZ boundaries if coming in from outside as for example Putney Hill is outside the zone.
After checking during the week I was pleased to see my car is exempt but surprised to see it falls within another Higher Emission grouping which means it is liable to be charged a higher hourly rate if using the Fulham & Hammersmith councils metered parking zones!

And remember that the Congestion Charge and ULEZ are 2 different things.  Your vehicle can be ULEZ-compliant but you'll still be liable for the CC.  The CC zone is different: https://tfl.gov.uk/modes/driving/congestion-charge/congestion-charge-zone

The ULEZ boundary is the south circular however the south circular isn't in it. The cameras are on all the roads from the south circular going north.

As per map link above, no.  CC begins on its S. Western side at Vauxhall Bridge Rd so Putney is outside it.

The Congestion Charge Zone (CCZ) has NOT changed so Putney still outside if you are coming into London.
However as mentioned by the OP the separate Ultra Low Emission Charge Zone  (ULEZ) was expanded this week and now includes Craven Cottage and the Hammersmith areas for example.
