Reading the bbc it stems from work Platini did for Blatter having wanted 1m Swiss Francs per year as a consultant. Blatter agreed 300,000 but FIFA were broke and couldn't pay. When Platini learned of others being paid he called Blatter who told him to submit a bill. There was no contract and a handshake sufficed.

How the hell do you get away with paying those sorts of sums without a proper audit trail.
