I would imagine that the safety certificate is contingent on the entrance/exit to Bishops Park, thus only limited numbers in the stand until the walkway is open.
The walkway was good to go a long time ago, but the club won't be opening it up until a decision is made on the Pier,
Hopefully a positive decision comes soon otherwise that stand won't be fully operational for the start of season 24/25

The structure is there but it is not open to walk through on none match days - they need to finish the  internal fit out before it is opened. I think this is mentioned somewhere on the clubs website. I also think the Bishops Park temporary works site will also have to go too.

The Pier is a whole new problem - search and you will find objections and petitions from every man and his dog - who knows if it will ever happen - the NIMBY's are out in force.

The crucial element of "the Stand and the Pier" is health, safety and means of escape, which may be why capacity has been and is reduced and staying reduced. The original planning proposals and permissions would be based around agreed access/egress safety for a capacity audience also involving other agencies such as the local fire brigades and ambulance services.  Each means of access and egress has to be functioning as proposed so that the design limits of all parts of the Pier in terms of numbers of people (footfall) is not exceeded because of non-functioning exit routes and/or possible crushes caused by panic.

It is called a pier because it is a walkway over water from one end of the ground to the other where the two ends of it become footpaths once again.  The Khans could not have foreseen the COVID-19 debacle in the UK anymore than in the USA since it is that that damaged so much business.

I have said before that the appointment of a good and experienced contract manager would have minimised a lot of the present problems. The club should not be out of pocket as money paid to date should only have covered work done and by now a new contractor should have been appointed and the job finished.
At least a new program and completion date should be in place.

At the moment that great big steel structure is little more than a monument to poor Fulham management.

With the greatest of respect, that's not how it works in the real world. I work on multi million pound projects for a living, and when we've been brought in to fix another companies mess, it's often several months if not longer after work has stopped because of complex legal negotiations to sort out financial liability, handover from one company to the next etc etc. Building a football stand isn't something your average builder does either, its a collaboration of a number of specialist trades who if they're any good, won't be able to start working immediately because they'll be in demand for quite some time for their skills and expertise. The original build with Buckingham would've likely been milestone billing as it was, due to the type of project that building a football stand is, but it's not quite so simple as assuming we wouldn't be out of pocket either, and the club would likely be looking to claw back some money based on quality control issues, contractual obligations not being met and so on.
