Our capacity / Riverside fully open?

I'm wondering if the Riverside is fully open and we've reached capacity of 29600 yet as:
The offal website refers to ongoing development

The away fans allocation is capped at 2700

There's still a large part of Bishops Park behind hoardings.

Can anyone shed any light on the above, please?

As far as I'm aware the land behind the hoardings doesn't belong to us and is currently being rented by the club.
As to why the hoardings are still there I have absolutely no idea.
