What is an 'emergency' loan

I see that QPR have signed Morrison on an 'emergency' loan and listened to Harry talk about how pleased he was to get him and how he could be just what they need to the end of the season. Not once did he mention a crippling injury list in midfield and I can't find many injuries on the various physio websites (certainly no more than other clubs at this stage of the season).
So my question is what constitutes an emergency loan, I assumed it would only be allowed in the event of a serious injury list but it looks as if it could be regarded as an emergency if the manager decides that what he has available aren't good enough.
Don't really care about QPR's state but it does raise a few questions.
