You're not going to like hearing this, but the Football League and the FA have a long history of favoring London clubs over those further north and south. This isn't in the slightest surprising to me.

Blackburn, Leeds and Nottingham Forest embargos were all FFP related last December.  Blackburn, Leeds and Nottingham Forest hit with transfer embargo
