Premier League officials said it was vital to respond swiftly to the findings and send a clear message that financial irregularities will not be tolerated under any circumstances.
A Premier League spokesperson explained, "Obviously, punishing Manchester City is going to be incredibly complicated.
"They have extremely expensive lawyers, there will inevitably be extensive appeals, those appeals could lead to further appeals, and realistically we could spend several years working out whether we're actually allowed to take any points off them.
"Fortunately, we already have an established precedent for taking points off Everton whenever we feel like it, so we've done that instead."
