Because despite what some people on here might denigrate the club for, we do have some fairly shrewd/tight-arse (delete as apppropriate) negotiating tactics, and clearly have a set budget for the window which we'll operate in. Rightly or wrongly it's saved us a good chunk of cash which is the difference between signing Pepi and potentially a CM as well.
